Professor Brescia provides an in-depth analysis of the Community Reinvestment Act's role in the subprime mortgage crisis.  He refutes the argument made by some commentators that the CRA was to blame for the subprime crisis.  Brescia suggests that, while the goal of the CRA (for banks to meet the needs of the communities they serve, consistent with safe and sound business practices) was to prevent this very situation, the CRA proved to be flawed, as it was not strong enough to prevent the subprime mortgage crisis.
