The delay in adding the warning was partly due to the extensive negotiations between the Food and Drug Administration and the drug sponsor. That delay led to calls for drug reform. Professor Gilhooley’s article examines why premarket testing is limited in its ability to detect risks. The article also surveys the important expansions in regulatory authority recently signed into law.
